[PATCH] mips: mm: remove duplicate "const" qualifier on insn_table

Fixes the following gcc 7.x build error:

arch/mips/mm/uasm-mips.c:51:26: error: duplicate ‘const’ declaration specifier [-Werror=duplicate-decl-specifier]
