[PATCH v5 04/12] mmc: sdhci: Export sdhci_enable_sdio_irq() from sdhci.c

Export sdhci_enable_sdio_irq() from sdhci.c.
Thus vendor SDHC driver can implement its specific SDIO irq
control.
