[PATCH] devfreq: Add COMPILE_TEST for build coverage

The SoC-specific devfreq and event drivers can be build tested on all
architectures.

Success of compilation tested on ARM, ARM64, i386, x86_64 and powerpc
architectures (allyesconfigs).
