It conflates the userspace-invisible SCHED_LOAD_RESOLUTION with the
userspace-visible value of scale_load_down(NICE_0_LOAD). Increasing
SCHED_LOAD_RESOLUTION must not change scale_load_down(NICE_0_LOAD).
