[PATCH 3.16.y-ckt 077/118] libata: add ATA_HORKAGE_NOTRIM

Some devices lose data on TRIM whether queued or not.  This patch adds
a horkage to disable TRIM.

tj: Collapsed unnecessary if() nesting.
