I need to install the packages used by unpaper to help tesseract do its magic:

 https://manpages.debian.org/jessie/unpaper/unpaper.1

Input and output files can be in either .pbm, .pgm or .ppm format,
thus generally in .pnm format, as also used by the Linux scanning
tools scanimage and scanadf. Conversion to PDF can e.g. be achieved
with the Linux tools pgm2tiff, tiffcp and tiff2pdf.

 but I keep getting:

# date; time apt-get install pgm2tiff -y
Do 27. Feb 12:46:17 CET 2020

Aha. "Tools", not "packages" -- to note.

That means there is no package named "pgm2tiff". Now where did
you get the notion from that there should be one (I'm trying
to "debug" the proces here, so there's something for us all
to learn).

There is a program (aka "tool") called tiff2pdf:

  tomas@trotzki:~$ apt-file search tiff2pdf
  hylafax-server: /var/spool/hylafax/bin/tiff2pdf
  libtiff-doc: /usr/share/doc/libtiff-doc/html/man/tiff2pdf.1.html
  libtiff-tools: /usr/bin/tiff2pdf
  libtiff-tools: /usr/share/man/man1/tiff2pdf.1.gz

...so in this case you're looking for the package libtiff-tools
Likewise, tiffcp is in there, too. I can't find a pgm2tiff, though.

The tool apt-file is part of the package "apt-file" (yes, in that
case the names coincide :-)

If you dont want to install apt-file, you can search for packages
containing your tool here:

  https://packages.debian.org

Well, partially thank you that did it, but, as you told me, pgm2tiff
is nowhere to be found, virtually no info about that "tool". I will
try to find out about that tool with the unpaper folks :

But we did know this one, didn't we? Internet searches (for me) turn empty
too. Perhaps pgm2tiff is in the Big Bit Graveyard...

This looks like a hit. Perhaps one could even alias pnmtotiff to pgm2tiff,
in the hope that the command line arguments are compatible (difficult
to say for a program so difficult to get hold of, though ;-)

I don't find it either, but I do find a program called 'pnmtotiff', part
of the netpbm package.

PGM stands for "portable graymap", and PNM stands for "portable anymap",
and the man page of pnmtotiff indicates that it is capable of accepting
PGM files as input.

So as long as you're in a position to run the commands yourself, rather
than having them invoked by something that hardcodes invocation of
pgm2tiff, this should probably be a reasonable substitute. From there,
tiff2pdf (available in the same libtiff-tools package already discussed)
should be able to handle the PDF conversion.

That said, there might not be any need to futz about with TIFFs for
this. netpbm also includes pnm2ps, which translates a PNM into a
PostScript file; ghostscript includes ps2pdf, which translates a
PostScript file into a PDF file.

That's a two-step chain, rather than the three-step one described in the
original quoted paragraph, and I don't know of any reason it shouldn't
produce an equally good result.

(Also, I have just discovered - rather to my surprise - that the
V.E.R.A, as instantiated in dict-vera, doesn't appear to have entries
for any of PGM, PNM, and PPM. I wonder if this is worth a wishlist bug
report.)
