With the first DVD of Debian 9.8.0 I did:
    dd if=/dev/cdrom of=dvd.iso bs=4M
I edited sources.list to read
    deb file:///home/richard/dvd.iso stretch main contrib trusted=yes

When running Synaptic's
     Edit->Reload Package Information
I receive an error message:
> The repository 'file:/home/richard/dvd.iso stretch Release'
> does not have a Release file.

What is the problem?

Now that that has been sorted out we can move on with some educational
problem solving. You have used the sources.list entry:

  deb file:///home/richard/dvdmount stretch main contrib trusted=yes

This line is incorrect; the format for an entry is in sources.list(5).
You then replaced this entry with another one that was also incorrect,
getting the error message

  The repository 'file:/home/richard/dvdmount stretch Release' is not signed.

I suggest you devise a valid entry and post it here. After 'apt update'
you will get a different error message that will enable you to progress
to a solution.

I think I will use this portion of the thread to talk to myself out
loud. :)

The URI given in the first post is actually correct and the file
URI type is perfectly acceptable. When dvdmount in /home/richard
is accessed, the dists and pool directories can be seen. This is
as it should be. If richard can see them, so can apt, and that
gives apt everything it needs to update. upgrade and install
packages. apt does not need to be told explicitly about /dists and
/pool.

But there is an "option" in the sources.list line. Well, not really
an option, as can be seen by looking at the ONE-LINE-STYLE FORMAT
section of sources.list(5). This begins:

  Files in this format have the extension .list. Each line
  specifying a source starts with a type (e.g. deb-src)
  followed by options and arguments for this type.

I suppose something official rather than the ramblings of a random
user could be useful to back this up. In the THE DEB AND DEB-SRC
TYPES: GENERAL FORMAT section we see

 The URI for the deb type must specify the base of the Debian
 distribution, from which APT will find the information it needs.

Hold on to the fact that the base (/home/richard/dvdmount) is fine.
Having options in the sources.list would also be fine if they were
added correctly.

gives the error message " ... does not have a Release file

Leaving aside the validity of the line, this message is an indication
that an option has not been delivered to apt correctly.

   done by hand.  Furthermore each disc in a multi-CD set must be inserted and
   scanned separately to account for possible mis-burns.

/etc/fstab

 /home/richard/dvdmount /mnt/dvdmount iso9660 user,loop 0 0

with mount-point mounted

 apt-cdrom -m -d=/mnt/dvdmount add

if apt persists in asking for insertion of the disk

apt.conf

 Acquire::cdrom::mount "/mnt/dvdmount";
 APT::CDROM::NoMount;

Worked for an anonymous user on the internets, which is pretty damn persuasive.

My thinking went along the lines that a loop-mounted (if that is the
correct term) cd/dvd iso file is the effective equivalent of a cd/dvd in
the drive, in which case it appears apt-cdrom is the obligatory tool to
give APT what it requires to grok such an animal as a package repository.

One "trivial" method (though outside the strict delineations of the problem
space as you defined it) would be to mount the iso, create a directory ('mkdir -p
/var/lib/mydebs'), copy the debs from the iso to '/var/lib/mydebs', add 
'deb file:/var/lib/mydebs ./' to your sources.list, and run
'dpkg-scanpackages . | gzip > Packages.gz' in '/var/lib/mydebs'.

An 'apt-get update' from there and you should be ready to go (if we can
believe the wiki).

This ia a viable alternative to get a line into sources.list and produce
the makings of a workable updating, upgrading and installing system.

Unfortunately, the OP will run into exactly the same problem(s) as he
would meet with file:///..... . Solve those with the present URI type
and it is also solved for cdrom:.... .

The OP's declared motivation is "self-education" and what is wanted is
that it "should just work". By "it" I imagine he means using a d-i ISO
as a repository with the file URI type. Perhaps I didn't sufficiently
stress that he knows the basics, but, as suggested earlier, the
sources.list line is not constructed correctly. That is the first hurdle
and the sources.list manual is all that needs to be read to jump over it.

The second hurdle isn't that hard to stride over either.

minds. It started with

It was pointed out by Dan Ritter (correctly) that

There is another mistake in the line which was regrettably perpetuated
by Dan when he gave the revised line

I am getting bored with soliloquy and waiting for self-education to bear
fruit.

The starting point is

 > deb file:///home/richard/dvdmount stretch main contrib trusted=yes

As the sources.list manual indicates, this should be

 deb [trusted=yes] file:///home/richard/dvdmount stretch main contrib

and will get the error message

 > Release file for file:///home/richard/dvdmount/Release is expired (invalid since...).

As sources.list(5) relates:

 > A repository creator can declare a time until which the data
 > provided in the repository should be considered valid, and if
 > this time is reached, but no new data is provided, the data is
 > considered expired and an error is raised.

We now update the line to

 deb [trusted=yes check-valid-until=no] file:///home/richard/dvdmount stretch main contrib

and there we have it. Success.

The problem is that the .iso is not a mounted filesystem.

You could:

$ mkdir /home/richard/dvdmount
$ sudo mount /home/richard/dvd.iso /home/richard/dvdmount

If it complains about the filetype, try -t udf or -t iso9660.

and then you can use this sources.list line:

    deb file:///home/richard/dvdmount stretch main contrib trusted=yes

(or similar; I don't recall if the debian repository on disc
starts in the root of the disc)

It did not complain.

I now get a different error message:

I also added "allow-insecure=yes" to sources.list with the same result.

How about adding "/pool" to the URI ?

  deb file:///home/richard/dvdmount/pool stretch main contrib

because i see in a mounted 9.4.0-amd64-DVD-1.iso

  /mnt/iso/pool/main/a/a2ps/a2ps_4.14-2_amd64.deb

(The man page and wiki are remarkably diffuse about "file:".)

I've been using Synaptic primarily for current convenience.
Would I be better off using one of the apt family of command line tools?

new idea after googling and finding several examples like Dan Ritter's
proposal:

Try the "exact path" form of "suite":

  deb file:///home/richard/dvdmount pool/main/
  deb file:///home/richard/dvdmount pool/contrib/

or the usual form without mentioning (demanding ?) "stretch":

  deb file:///home/richard/dvdmount pool main contrib

Reasoning:

You report this program message:

/mnt/iso/pool has "main" and "contrib" but no "stretch".

man 5 sources.list says:

       deb [ options ] uri suite [component1] [component2] [...]
    [...]
    can specify an exact path, in which case the components must be omitted
    and suite must end with a slash (/). This is useful for the case when
    only a particular sub-section of the archive denoted by the URI is of
    interest. If suite does not specify an exact path, at least one
    component must be present.

Suite "stretch" is neither "exact path" nor does it appear in the pool
tree of DVD 1.

Further for the "exact path" case:

    In the traditional style sources.list format since only one
    distribution can be specified per line it may be necessary to have
    multiple lines for the same URI, if a subset of all available
    distributions or components at that location is desired.
