I had ordered myself a Debian dvd 9.5 and everything was installing
great until it came to scan the mirrors.It seems I was not able to scan a mirror so that I would be able to apt
an app, but I tried many mirrors and nothing.Can someone on here help me with a solution to get it to scan a mirror
successfully.I ordered the dvd from a link from Debian website and nothing is wrong
with the dvd.

Hello Harold, and welcome to Debian!

If there are _no_ mirrors available, that sounds to me more like a 
problem with your local network setup, most likely your network device 
in your computer is not recognised properly. By any chance is it WiFi? 
Some WiFi devices especially in laptops need proprietary firmware and 
don't work out of the box off the first DVD. There is a 
"firmware-included" installer that might have a better chance of working 
in that case. I wouldn't _generally_ expect that to be an issue if you 
are connected by a wired ethernet connection, but wouldn't totally rule 
it out.

If you can give us more information about your hardware and how you 
access the internet, the community should be able to help more.

I have two computers. One is fedora and the other I want Debian on it.
Both computers run Ethernet to a router that runs dd-wrt and fedora
connects to internet just fine. I’m actually running a wireless Ethernet
to the modem that connects to isp(cox).But if Debian has firmware included in the installation for WiFi then I
may try that on it.Is it possible to manually setup a link to mirror after installation and
scan the mirror manual.I know much earlier versions we was able to do that, but that was a
while ago.

It sounds like you might want to add 'contrib' and/or 'non-free' to
the repositories listed in /etc/apt/sources.list

A mirror is not required to complete an installation. Install only
the standard system utilities. Then GRUB. Sort a mirror out after
first boot.

It may be a more common problem even with wired ethernet than you might
think:

I have it installed but connection seems slow and my WiFi adapter
doesn’t work with it.The booting shows it could not raise network on boot, but it does work.I also noticed that Debian 9.5 is running an older kernel where my other
Linux boxes are running the newest.

Let's rephrase, the system has /some/ network, but poor support
of the card, due to the older kernel perhaps.  If you wish to
rule out poor kernel support, you can install a later one from
backports.  Instructions are documented below to make use of
that distribution channel:

	https://www.debian.org/doc/manuals/debian-reference/ch02.en.html#_updates_and_backports

Surely commands like the following ones should install you a
recent kernel once you modified your /etc/apt/sources.list file
like on the document:

	apt update
	apt install -t stretch-backport linux-image-amd64 \
	    linux-headers-amd64

It may also come from missing firmware, like previously with the
installer, in which case you can also attempt an install of
/firmware-linux-nonfree/ from the same repository, and see if
the behavior is much better after a reboot (or use the
/firmware/ package matching your Ethernet card if you wish your
system to remain relatively frugal).

To convince yourself slowness comes from the network card, maybe
you should quantify transfer rates between your various boxes;
to ensure you don't have a bottleneck on the wireless section of
your network for instance.  You can copy big files with sftp for
instance, see what are the different rates between the various
machines.
