No, udev doesn't "keep" that info. It's just the piece "routing" kernel
events to whatever user space software needs to know about it (e.g.
"an USB stick has been inserted" or "a block device just appeared" --
as you see, one phisical event may well lead to a whole flurry of
things happening).

But if I were you, I'd see whether udisks is managing your DE's
perception of "disks". See [1]. Do you have a binary called udiskctl?

Another way to try to home in on the problem would be to just "reset"
the DE's memory, e.g. by completely logging out and back in,
without rebooting. Is the ghost gone? Then you'd know your DE is
dreaming. Otherwise it's seeing "something out there".

Just had the first occasion to reboot this machine since this issue
occurred, and I can now report that a reboot solved it. Both thumb
drives working as expected after a reboot.

I'm sorry to ask, but that caught my eye. I missed where this first
came up. What ghost disk are you dealing with?

Is this anything like that deal I wrote about quite a while back where
rsync was throwing caution to the wind and creating ghost partitions
on the fly?

Rsync would do so when it couldn't find where I was pointing it to for
making backups. It once created some 3 or 4, if not more, of those.
Sometimes it would be because the target partition wasn't mounted so
it would just add things like "_" to the end of *its* new partition,
and then off it went.

I brought it up back when because it appeared to take up some very
real room even though it appeared to somehow possibly being virtual.
It was one good place to check off when hard drive rapidly disappears
for no apparent reason...

Just thinking out loud.. :)

Cindy :)
