According to a statement published on the current German language 
Wikipedia site about OnlyOffice 
(https://de.wikipedia.org/wiki/OnlyOffice), this surprises a lot! Not 
because of the code quality, but because of the current political 
affairs. More and more other public entities do go for Linux, but to my 
knowledge are not opting for OnlyOffice. This is the first time I hear 
about OnlyOffice having been chosen to become part of such public entity 
project.

Translation of the relevant paragraph of the Wikipedia article by 
Deepl.com :
"The ONLYOFFICE project was developed by the company Ascensio System SIA 
in Russia, but the IT company is based in Riga, Latvia, where it is 
majority-owned by Russians and subject to the European sanctions regime 
against Russia."

France's Military moved from Microsoft Office to LibreOffice back
years ago. Hopefully more government organizations will make the move.

LibreOffice has been making inroads into a lot of public sector
organizations. https://wiki.documentfoundation.org/LibreOffice_Migrations
