$ aptitude why PACKAGENAME

Try that command using, in turn, the names of packages that were
installed along with synaptic but are not being autoremoved.
It should tell you why not.

It's quite likely you'll find there are Recommends that are
holding on to the packages.

Then you can test whether removing them will be safe by typing:

$ apt-get -s remove PACKAGENAMES …

and confirming that there are no complaints. (Note these commands
were typed as a user, not as root.)

Exactly, that's why you need to check.

$ zgrep -A1 'install.*synaptic' /var/log/apt/history*

should tell you which packages were installed automatically
when you installed synaptic.

(I /think/ the history files are world-readable, but if they
aren't, you'll have to either run the command as root, or add
yourself to the adm group.)

AFAICT, but I haven't looked too deeply, it's Recommends by other
packages that usually cause a problem.

Anyway, here are two scripts. Save them to /tmp, and run with
$ bash why
$ bash remove
as a user. Both may produce a lot of output. The first will tell you
why each package is being kept. The second will pretend that it's
removing them all, and ought to "succeed" if there are no Depends
outside of each other, but only Recommends.

Which is exactly what I said: there's a package that you had already
installed (aptitude), whose Recommends includes a chain that extends
to libperl5.32.

Would I be correct in assuming that you originally installed aptitude
/without/ Recommends, and installed synaptic /with/ Recommends?
AFAIK, APT makes no attempt to track that difference.

So that's 12 more that will drop out later,

and 52 being removed now, so that leaves 73 - 52 - 12 = 9 packages
still left in. So if you do remove those, you might be able to look at
the others in your "why" list and see what's keeping them in, thought
bear in mind that each "why" response is composed of a single chain,
the composition of which might change because of the packages just
removed. (That is why there will be 12 candidates for autoremoval:
removal of those 52 packages will destroy 12 chains.)

I can't speak to the 27 upgrade candidates, but I assume they're there
because you're deferring any ungrade until you've cleared out the
synaptic detritus.)

i always use apt or apt-get in early debian distro to install/remove  packagesapt doesn't allow me to choose whether to install Recommended (Suggested?) packages
i install aptitude only after you tell me to run "aptitude why packageName"

Yes, not right at the start, unless you preseed it by editing
  d-i base-installer/install-recommends boolean true
or hack it as I did here:

Ah, ok, the other way round: diagnosing the problem disturbed the
system. At least observing the system doesn't (unlike for particle
physicists). In that case, though, you might be stuck with some of
those nine remaining packages, if they're actually supporting aptitude.

I install aptitude on my system in my setup script, but only as a tool
for such occasions, not for installing. You too might want to keep it.

It could be due to 'AutoRemove::SuggestsImportant' which defaults to 
'true' since 0.8.15.3 (2011).
