man synaptic says « It allows you to perform all actions of the command line 
tool apt-get in a graphical environemnt. »

In the help manual I read « Reload the package information to be aware of the 
latest versions available: »

Does this mean that synaptic does _not_ call apt update, and that I should 
always run apt update manually before clicking on synaptic?

Some experiments suggest that this is the case.

You would have to describe the experiments to have anywhere near a
convincing case that merited close attention.

  1. I added "contrib non-free" to the deb lines in /etc/apt/sources.list
  2. I ran synaptic, searched for "nvidia", and saw only 4 items.
  3. I ran apt update
  4. I ran synaptic, searched for "nvidia", and saw approximately 200 items.

This is what you are missing:
in synaptic, you should always run 'Edit > Reload Package Information' or Ctrl-R
before upgrading.  It does the same as 'apt update'.

Synaptic is a graphical front end for *apt*

If you want to update the package list ( aka do *apt update*)
Then you can either do *apt update* from a terminal and CTRL+R in
Synaptic to reload the package cache.

Or you can simply configure the *Software and update* to do automatic
package list update daily or as you configured.

So a easy answer is :
YES it's better to run *apt-get update* or *apt update*

It was a quite easy answer but our dear friend Brian preferred to call
you off than to do something useful. Which probably took him as much
time as it would have to explain those line.

@Brian Could be good to explain what you mean here ? Not everyone has
all the good experience, good answer and years of using computer like
the genius you are. I doubt you message had anything useful added here.

Just calling people off because you feel that you are better than them
doesn't make you a great person, it pushes in the opposite direction.

Synaptic has a button to (essentially) run "apt update"  It's in the upper left corner of the window and labeled "Reload" and if you hover over it, it says "reload the package information to become informed about new, removed or upgraded software packages".

No idea if things have changed recently, but I have in the past used
Synaptic to do routine upgrades. That simply wouldn't work if it didn't
update first, presumably when it starts up.

If you were to leave Synaptic running on unstable all day and wanted to
fully upgrade at the end of the day, it would be wise to use Reload
first.

Not sure, but I think so.  Synaptic has to have a list of the most recent software to do it's installing properly.  And it comes up too quickly to be checking for updates.

To be fair, it's not immediately obvious what Reload does. It could just
be the displayed list of packages, for example.  Especially if you're
used to seeing/doing;
 'apt(get) update'
However, if you leave the mouse to hover over the button, an explanatory
note does come up after a moment or two.
