In general:

Phones designed for Android don't run other operating systems
except variants of Android.

On the other hand, you can install a Debian system in your
existing Android device as an application or chroot environment,
which gets you both the phone functionality of continuing to run 
Android and much of the Debian functionality via a terminal or
even X11 applications.

There's an Android app called Userland, which lets you run Debian.  I
haven't yet figured out how to connect it to my Downloads Directory.

Termux has also been mentioned.

I use that one with Mobian system, which is pure Debian repos with some

yes but the problem is always the ecosystem. 
I was looking into Pinephone few months ago.

I use Sailfish OS since I gave up the N9. It has better ecosystem, but still
not compareable with Android/iOS, so I bought the license to be able to use
Android emulator and it works quite well, but still too much effort, bugs
and problems.

All other exotic phones are too expensive, have limitted ecosystem, small
community, bugs etc.

Of course it depends on the usecases, but for the price and capability of
the hardware it is expected to be more than a phone.

Anyway it depends on the use cases, but I think it should be mentioned what
are the limitations and first hand experiences.
