The programs exo-csource and exo-preferred-applications seem to be
absent from the package exo-utils, in spite of being advertised as
still being there. This is version 4.16.0-1 of the package, on Bullseye.

exo-preferred-applications has been moved from exo-utils
to the much larger xfce4-settings:
https://gitlab.xfce.org/xfce/exo/-/issues/51#note_21045

The Debian package pages seem to need updating:

Thank you.

As near as I can tell, exo-preferred-applications has gone away
entirely. xfce4-mime-helper will tell one what the current settings
are, but does not appear to allow one to change the settings.

To change settings, xfce4-settings-manager -> Default Applications. I
had hoped for a program I could script.

Agree.

That does seem to be the case.
https://gitlab.xfce.org/xfce/xfce4-settings/-/commit/c955a4806f92eb25d341ad71714f558800efa55c#b0e6c4c10d3fff48da0bf054a90caf006a2042b9

A file search for exo-preferred-applications in bullseye still brings up exo-utils,
but that package's file list has no exo-preferred-applications:
https://packages.debian.org/search?searchon=contents&keywords=exo-preferred-applications&mode=path&suite=testing&arch=any
https://packages.debian.org/bullseye/amd64/exo-utils/filelist

exo-open comes as a dependency of Thunar file manager, but without xfce-settings (presumably) it loses some utility, for example 'exo-open --launch TerminalEmulator' just brings up an error box "Could not find fallback TerminalEmulator application".
