My guess is that this has to do with the Debian 10.8 point release ISO
image preparation.

Now fixed by Sledge: it looks as if the link had permissions problems at 700
 - a chmod to 755 has fixed it. Not deliberate: working now.

Which URL are you trying to access?

I can open the live images:
https://cdimage.debian.org/debian-cd/current-live/amd64/iso-hybrid/

and the installation media:
https://cdimage.debian.org/debian-cd/current/amd64/iso-cd/

and others I just checked randomly just fine.
