my internet connection is cell phone hot spotto set up it, i edit interfaces file in /etc
auto wlx0022c0001a49
iface wlx0022c0001a49 inet dhcp
        wpa-ssid        Chat
        wpa-psk         abcde12345
i'm not aware of any network managerto save enengy of cell phone, i often disable hot spot of phonethen enable it if i use stretch, wifi signal become good according to xosview
but sometime it's not connected to Interneti have to run two commands to fix it:
ifdown wlx0022c0001a49
ifup   wlx0022c0001a49
is it possible to fix it without running 2 commands above?
PS: buster seem to have same problem

 thanks! buster use  allow-hotplug, not autoi'm not sure if allow-hotplug work better than auto
wifi signal is good but sometime internet connection isn't 
because ip hasn't been assigned to debian by phone

Try replacing "auto" by "allow-hotplug". The former acts
only at boot, the latter when the interface is detected.
