I think it depends on whether you are using Wayland or X11, and whether libinput is being used. Some things, like disabling the trackpad when a mouse is plugged in, requires a X11+libinput and a custom libinput rule. It cannot be done on Wayland because Wayland lacks the equivalent setting. Double click speed is pretty common. I am surprised to see it is not part of the Mouse Control Setting, but it is what it is...
