I found that this is a bug of kernel module "rtl8723ae"
and it also happens on kernel 5.10
i wasn't able to pin it out because i updated packages right after i
installed it
i was able to find related thread on askubuntu
https://askubuntu.com/questions/846830/irq-from-realtek-wifi-are-loading-cpu
typed `modprobe -r rtl8723ae` and cpu gone back to normal

i wasn't able to find any solution to this
