I know what he means, though.
Windows is not `certified' for use on the International space station:
they can't afford a frozen screen up there.
The New York and London stock exchanges don't use it.
The traffic lights (anywhere!) are not driven by it.

t's certified for nothing as far as I'm concerned.
On the other hand, it's certifiable, if you get my drift.
