i install arphic Chinese fonts for busterfonts-arphic-gbsn00lp, fonts-arphic-ukai ,   fonts-arphic-bkai00mpthese fonts are available in debian 9 

some web sites let you enter Chinese, i use 
https://www.archchinese.com/type_chinese.html
pinyin is most popular Chinese input method
no additional setup is needed, just install fonts mentioned aboveand use some web sites to enter Chinese
if i make further configuration (setting locale), it often makes English fonts ugly
