I think the maintainer saw the writing on the wall, so I count this as
a successful intervention by the TC. (I hope the new maintainers will
prove me right.) That there wasn't a formal vote is beside the point.

FAOD I value your opinion, and it doesn't make me happy to hear that
from you. I've been thinking about this and will think some more.
I still (perhaps, even more so) believe we need to have a better way
of dealing with these kind of disputes.

I don't consider this case particularly successful. Regardless of what
one thinks of the outcome, the process was subpar and had people sniping
at each other. I don't think that's how the process ought to look.

Sorry, I evidently failed to be clear enough. I agree that the
process was bad. That means that the part of the outcome which is
`how to people feel now' is not good.
The context of my remarks above is precisely Phil's question:
I wonder which column on your tally sheet you will put this
outcome.
I meant just that the TC's power was used to depose an obstructive
maintainer. So this goes in the `TC did intervene' column of Phil's
supposed tally sheet.

It's not like we don't do the parallel versions bit now - squid / squid3, exim / exim4 and so on. The original packager isn't powerless when this happens as he can stop the procedure in it's tracks by simply upgrading his package within the delay period. We already have done something like this with live-build-ng / live- wrapper. It wasn't a pleasant process but it did produce a decision that allowed everyone to move on. That included Daniel. He chose to stop maintaining live-build, but he also could have continued with his package and let popcon decide, or he could have taken another look at whatever features the CD group wanted.

Or just the same, but without too many formalities:
If one feels the source package isn't kept up-to-date enough, she can "just"
file an ITP for a new source package name, pointing to hir attempts at
convincing the existing maintainers. As ITPs are CC'ed to -devel, it becomes a
matter of cultural shift in how we (and FTP Master, Release Team, etc) accept
parallel versions in the archive (same software in different source & binary
package names).
With snapshots.debian.org and LTS in place, we could also start accepting that
there is a variety of cases where it's entirely fine to instruct users to
install versions from past stable versions. (lsb-desktop in Wheezy had such
instructions, if one needed to get Qt3, e.g.)

I like this idea. Thinking "aloud":
There is problem with security support burden. Perhaps the security
team could desupport all but one "version" - but then isn't the
security team in the business of judging somehow ? I'm not sure if
they want to do that.
This wouldn't work for all packages, and it wouldn't work for
situations where (for example) the maintainers of a large subsystem
decided to make a controversial change across many packages.
But it would be a useful tool to have in our toolbox.
