The eduVPN homepage is at https://www.eduvpn.org/ and there's an upstream packaging repo at https://github.com/eduvpn-debian/python-eduvpn-client While suitable openvpn configuration files for one's own institution / NREN can be downloaded through the web, the "international server" feature is only available through use of the API ie this client.
