With the backports kernel, a Raspberry Pi 3B+ cannot be shut down
or rebooted; the buster kernel manages that (but does not have sound).
I’ve captured the last couple of lines on the screen: the first two
are from sysvinit, three kernel ones follow:
Will now restart.
I: executing reboot "-d" "-f" "-i" regardless of check results.

Note I have the following firmware package installed:

I know unstable carries a later one, but that’s not in backports.
Not sure whether that would make a difference. Currently, the
kernel is the only backports package I have installed.

fixed 941597 5.7.17-1 thanks I have some RPi3B+ using the arm64 Linuxkernel at version 5.7 (currently in testing), and they both shutdown and reboot reliably. I believe this bug can now be closed.
