With the backports kernel, a Raspberry Pi 3B+ cannot be shut down
or rebooted; the buster kernel manages that (but does not have sound).

I’ve captured the last couple of lines on the screen: the first two
are from sysvinit, three kernel ones follow:

I know unstable carries a later one, but that’s not in backports.
Not sure whether that would make a difference. Currently, the
kernel is the only backports package I have installed.

this is an issue in the DTB shipped with the 5.x kernel (and it applies
to both 5.2 in backports and 5.3 in sid), working with the DTB from the
buster kernel (with the bpo/sid kernel).

I have some RPi3B+ using the arm64 Linuxkernel at version 5.7
(currently in testing), and they both shutdown and reboot reliably. I
believe this bug can now be closed.
