CONFIG_PSI=y CONFIG_PSI_DEFAULT_DISABLED=y PSI stands for "pressure stall information" as described in https://lwn.net/ml/cgroups/20180712172942.10094-1-hannes@cmpxchg.org/ It is enabled only if "psi=1" is given as the boot kernel parameter, so the only interested users can try and be affected.
