Summary update:

shutdown fails 99%, reboot once in a while (maybe 20-30%) for
- single core
- non-pae
- 2GB RAM
(dell d600, d800)

shutdown & reboot NEVER fail for
- dual core
- pae
- 4 GB RAM
(dell d620, d820, vostro1520)

All of them 32bit
