On second thoughts, let's change this bug report to cover the general
problem. Repeating what I said on debian-backports:
linux-latest has a build-dependency on a linux-headers package, which
it doesn't really *need*, to prevent it from actually being built until
after linux is built on the same architecture. However, since we added
signed packages, that's not enough to stop it building too early.
Maybe it should now build-depend on signed kernel images for
architectures that have them, but I'm not sure that's a reasonable
thing to do.

Now that I think about it, of course, we already have a similar build- dependency for building signed kernel images. So we know this is OK. But I'm already most of the way to folding src:linux-latest into src:linux, which I think is a better way to deal with this.
