It's available in the "stretch-proposed-updates" suite. We will request adding it to the "stretch-updates" suite which is enabled by default. Note that you can work around this bug by adding "pti=off" to the kernel command line. This is safe to do in all Xen PV amd64 guests, because PTI is not needed and never used in this environment.
