I have linux-image-amd64 installed, and right now in Buster, that depends on linux-image-4.14.0-3-amd64. That package suggests linux-doc-4.14, but when linux-image-amd64 migrates to a newer version like 4.15, linux-doc-4.14 will probably be autoremoved, and linux-doc-4.15 won't install itself.
