Dear Maintainer,

rebooting an AWS m4.xlarge instance in Frankfurt region using HVM xen virtualization yielded the following panic.
Hard resetting the system helped.

Followup-For: Bug #851577

Dear Maintainer,

 I hit same bug during hotpug cpu in a debian VM, kernel panic with NULL
 pointer deref in rapl_cpu_online+0x5d.

 apply commit dd86e373e (perf/x86/intel/rapl: Make package handling
 robust) fixes the bug.

 I've push the fix into 4.9.46, so debian will include the fix when
 rebase to 4.9.46+
