Dear Maintainer,

   * What led up to the situation?

I upgraded from Jessie to Stretch and then from Stretch to Buster. The
kernel upgrades worked fine. I then added the security and updates repos
to apt and tried to upgrade the kernel. That kernel upgraded failed as
below.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

   * What was the outcome of this action?

The install of the kernel package failed. I had this problem when
installing the kernel from the security and update repos after upgrading
from Jessie to Stretch and  when installing the kernel from the security
and update repos after upgrading from Stretch to Buster. However, I
didn't have this problem when upgrading kernels in Jessie or when
dist-upgrading between Debian releases.

   * What outcome did you expect instead?

For the kernel to be installed. /boot has been on a FAT partition for
the whole lifetime of this machine and has never presented a problem in
the past or during upgrades between Debian releases.


I have successfully installed the linux-image-5.3.0-0.bpo.2-amd64 kernel
package from buster-backports but apt-get upgrade still wants to upgrade
the linux-image-4.19.0-6-amd64 as it is still installed.
