Some more information regarding the mt76 driver added in kernel 4.19.* (affects testing and unstable): https://wireless.wiki.kernel.org/en/users/Drivers/mediatek I have been having the same issue as OP. Those on #debian-next clarified that mt76 is indeed part of the kernel, but simply needs to be enabled by the maintainers via the config file.
