Sorry i haven't gotten back, but just wanted to let you know that
at this point, i haven't seen the "resource temporarily unavailable" issues
on this server anymore.  It's presently running:

gizmo:/var/log# uname -a
Linux gizmo 3.16.0-6-amd64 #1 SMP Debian 3.16.56-1+deb8u1 (2018-05-08) x86_64 GNU/Linux

so, i think you can close this side of the bug.
