I downgraded these firmware-* packages to 20260810-1 and reinstalled
linux-image-7.1.13+deb14-amd64 7.1.13-1, but this did not solve the
issue.

Same issue with linux-image-6.12.111+deb13-amd64 6.12.111-1 from
stable-security.

Note that when I used linux-image-7.1.13+deb14-amd64 7.1.13-1 a few
weeks ago:

For the Sep 11 17:57:04 and Sep 24 18:28:43, there was an initial
failure with "failed to enable TMU", but the second attempt succeeded.
Now I always get "failed to enable TMU" for the kernels I reinstall.

Still no issues with the kernel I had installed in the past:
