firmware-ralink was a transitional package in Debian 10 "buster", and is
intentionally not present in later releases.

As part of that split firmware-misc-nonfree does recommend firmware-
mediatek and the other new packages.  I created a Debian 12 "bookworm"
container with bookworm-backports sources, and verified that running
"apt install -u firmware-misc-nonfree/bookworm-backports" does install
firmware-mediatek as well.

Your bug report also included:

which makes me think your system is not actually configured to isntall
recommended packages by default.  What does this command print:

    apt-config dump | grep Install-Recommends

?

I compared the source package from Raspberry Pi OS  to ours, and there
isn't an obvious difference that would explain this.  But in general you
should be reporting any bugs in their packages to them first, not to
Debian.
