The power consumption measurement in my previous message using RC2 was executed wrong. A USB key added to the power consumption.

The conclusions based on that are wrong.

New test result after reboot: +6% compared to Debian 10. The same power consumption level as in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=990162#31 .
