Interestingly enough, I had a (probably unrelated) issue where WPA_Supplicant, plasmashell, and kworker were using 100% CPU, forcing me to reboot. And now upon reboot my Bluetooth works perfectly fine. I swear I didn't do anything else. Issue fixed on my end.
