I tried the following kernel from stretch-backports and experimental
on my buffalo linkstation, but all booted successfully.

ii  linux-image-4.17.0-0.bpo.3-marvell   4.17.17-1~bpo9+1

ii  linux-image-4.18.0-0.bpo.1-marvell   4.18.6-1~bpo9+1

However, I removed systemd on my armel boxes, which maybe different than Ralf's.

Another difference is that the buffalo linkstation is based on device tree.
I can try this weekend whether removing systemd makes a difference.

Installing sysvinit-core made no difference.
I tried the older backports-kernels and the problem exists already with
linux-image-4.12.0-0.bpo.2-marvell_4.12.13-1~bpo9+1_armel.deb.
(linux-image-4.11.0-0.bpo.1-marvell_4.11.6-1~bpo9+1_armel.deb crashed even
earlier:  [    0.000000] INITRD: 0x00800000+0x00400000 overlaps in-use
memory region - disabling initrd)

I found this bug report:
