Hi,
Whilst working on the Reproducible Builds effort [0], we noticed that
beangulp could not be built reproducibly.
This was because it ships a different binary package depending
on whether the tests are run or not. What was happening is that
some files were being deleted after the testsuite was run, but
that meant that if the testsuite was *not* run then those files
would be shipped in the binary .deb.
Patch attached that moves this cleaning from PYBUILD_AFTER_TEST
to the unconditional PYBUILD_BEFORE_INSTALL.
