Dear Apt developers,
currently Apt reads its configuration from /etc/apt/apt.conf{,.d} and
its sources from /etc/apt/sources.list{,.d}.
Could Apt also support the so called "stateless" configuration pattern,
i.e. reading the default configuration from /usr while allowing
overriding it in /etc, giving system administrators a way to define
local configuration without changing any distro-provided files?
In first approximation, this would mean falling back to
/usr/lib/apt.conf{,.d} and /usr/lib/apt/sources.list{,.d} if their /etc
counterparts do not exist.
