[ Reason ]
This last upstream release adds compatibility with Python 3.13.
Without the few patches it includes, many functionality are broken.
I can assure there's no new feature, just bugfixes.

[ Impact ]
OpenStack in Trixie would be completely broken without this update.

[ Tests ]
I've ran functional testing of OpenStack (1200+ tests).

[ Risks ]
Completely broken OpenStack without it.

There are autopkgtest regressions in glance/2:30.0.0-1 and
mistral/20.0.0-1, but both of these packages have new versions which
have just migrated.

Did you see the note about the failing autopkgtests that need to be fixed?

Without a fix for these, this unblock can't be considered.
