The bad thing is that this is not a condition which we can express via
Build-Depends.

Thomas: building a package should never involve adding a "secret sauce"
like this. This is what Debian Policy says about package building:

"If build-time dependencies are specified, it must be possible to build the package and produce working binaries on a system with only essential and build-essential packages installed and also those required to satisfy the build-time relationships (including any implied relationships)."

Note that it does *not* say "if build-time dependencies are specified and tmp
is bind-mounted as tmpfs" or anything like that.

Therefore, I still consider this to be a violation of a Policy "must" directive,
and I still expect that any and all tests which rely on conditions or properties
which may or may not hold in the building machine are buggy and must be disabled.
