Dear Maintainer,

   * What led up to the situation?

   	Building kea hooks fails due to missing cfg_globals.h

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

     	I manually installed cfg_globals.h from the kea source
	distribution in /usr/include/kea/dhcpsrv

   * What was the outcome of this action?

   	I could now successfully compile hooks.

   * What outcome did you expect instead?

	Outcome was as I suspected

    Upstream commit https://gitlab.isc.org/isc-projects/kea/-/commit/7c82b69c46b1d499680a8a2bd8c33a31bf9124f9
    added cfg_globals.h to the list of files to be installed, but that
    was only included from kea v2.4.0
