merge 1019435 1019431 1019436 thanks The rapidfuzz-capi and jarowinkler packages have been merged into rapidfuzz, so I am merging these three ITPs into a single ITP. Julian

Also renaming the package as rapidfuzz-cpp, following upstream. Julian
