dh-sysusers exists since 7 years and has gained 9 users in that time -
djbdns being one of them. Still it has a number of deficiencies such as
using useradd instead of the policy-recommended adduser or removing
users during package removal against project consensus and is not making
progress on addressing them. Meanwhile, a viable alternative with larger
adoption exists: sysusers.d. This mechanism is built into debhelper and
it no longer requires using systemd as multiple implementations now
exist. I therefore think it is time to call dh-sysusers a failed
experiment and move on. Do you agree with this reasoning? I'm attaching
a patch for your convenience.

Since djbdns currently FTBFS #1066632, I also had to fix that and my
patch also fixes that.

just to make sure that the info is complete:
the patch adds a dependency in the form

systemd | systemd-standalone-sysusers | systemd-sysusers

with the above by default, on an alternative init system, apt
wants to remove your init system and intall systemd.

Another issue is that it contributes to make it impossible to switch
a system from systemd to another init system;  I recently tried in
virtualbox and could not do it even using dpkg --force-depends, thanks
to elogind plus other important packages like udev and
cron-dameon-common that are using this kind of dependency.

then there are other issues, I guess most people don't care, but
it adds a bunch of extra dependency, such as libcrypt1, libselinux
and others [1], are these really needed for creating a user in the first
place?
Lastly, as soon as opensysusers will be gone (it has multiple RC bugs),
this package will be no longer installable on Hurd ports.
