Bug#953684: dpkg doesn't log to /var/log/dpkg.log anymore

Since installing dpkg 1.20 nothing is logged to /var/log/dpkg.log anymore. The
reason is that the logfile is opened read-only,
hence all writes fail (undetected).

Patch attached.
