I talked a bit with upstream regarding this.  There is and won't be a
definite solution in hexchat itself.  The best solution for this is to
use SASL authentication (which is available on both Freenode and OFTC,
given that you mentioned #debian), followed maybe by client cert auth.
There are other network-specific workaround (e.g. some allow to use the
nickserv password as server password) for some networks, or you could
set irc_join_delay to set a dumb arbitrarly delay before joining.
