Dear maintainers,

The packages libemf1 and printemf wasn't built from libemf source 
package for loong64.
The install dependency of libemf-dev is libemf1, for examples,
```
Reasons for BD-Uninstallable:
     dia build-depends on:
     - libemf-dev:loong64
     libemf-dev depends on missing:
     - libemf1:loong64 (= 1.0.13-7+b1)
```

I have added the build support for loongarch64 in the libemf source 
package. And built successfully on my local ENV.
Please consider the patch I attached.
