Yes, that is the first step. There has been a jasper package back in Jessie times but it seems it has been removed. Unfortunately, the qt5-image-formats-plugins sources don't support openjp2 library, and only accept jasper. I am not sure whether we want to package jasper here in the Qt/KDE team.
