We have a combination of sloppy and/or malicious programming here.
When run as non-root first, command-not-found complains that it's non-root. Why?
After the installation is over, there shouldn't be anything else to do as root.
Anyway, when run as root at first time, it complains about a bunch of other
things:

# command-not-found exiv2
Could not find the database of available applications, run
update-command-not-found as root to fix this

When update-command-not-found is run, it does nothing (hangs up). No messages are
printed. If the command takes really long, some warning should get printed in
advance.
The next error ("Could not find the database") is likely to be an installation
error. After installation, there program command-not-found should really be
usable without any additional scripts run by anyone. The last error (reference
before assignment) is a programming error (see https://bugs.debian.org/965020).
