Dear Maintainer,

Some build flags (from dpkg-buildflags) are not injected in the package build system.

CFLAGS are not used when compiling source files under LIBRARY/float128/. In
particular, this means that the corresponding binary object are not optimized.

Also, CPPFLAGS are passed nowhere.

I attach a patch that fixes these issues.
